Comments by the Ministry of Foreign Affairs of the RSO
The Treaty on Alliance and Integration between the Republic of South Ossetia and the Russian Federation was signed on March, 18. Signing of the document drew a wide response. Refusing to recognize the existing reality, Georgia and some western countries claimed the signed Treaty to be a violation of international law. Though, over 80 bilateral agreements, including the framework Treaty on Friendship, Collaboration and Mutual Assistance dated September, 17, 2008 were signed between our countries since August, 2008, not any of them have drawn so much attention from the third countries.
Unexpected announcement was made by Zurab Abashidze, the Georgian Prime Minister’s Special Representative for Relations with Russia. “Provided, Russia promotes and encourages a direct dialogue between us and the Ossetians, us and the Abkhazians we are ready to set these questions connected with statehoods aside and even do not discuss them for some time".
Pertaining to the statement of Jens Stoltenberg, Secretary General of NATO
A number of statements made by Jens Stoltenberg, Secretary General of NATO, marked the press conference organized after the NATO -Georgia committee meeting. Russia was urged to call back the recognition of South Ossetia and Abkhazia. Anxiety over the forthcoming agreement signing between South Ossetia and Russia was expressed.
On 1 of October during the meeting with UNDP Head Helen Clark the Minister of Foreign Affairs Maya Panjicidze stated that UNDP projects in Abkhazia can be realized in South Ossetia.
UNDP is, no doubt, important and useful agency of recognized value and merit. However, taking decisions of possibility for one or another international agency to fulfill its activity at the territory of sovereign state – the Republic of South Ossetia are authorized only competitive organs of state power of the Republic, but not Georgian foreign office.

The President of Georgia after visiting the military airdrome and obviously satisfied by observing Georgian military helicopters flights made very strange statement that Georgia plans to regain the territories of South Ossetia and Abkhazia solely by peaceful means “and if Russia recognize that Abkhazia and South Ossetia are part of Georgia it will no longer be the enemy of Georgia”.
South Ossetian leadership stated more than once that first priority in foreign policy for South Ossetia is further integration with Russian Federation. The process of integration between two states is going on intensively. To date there are signed more than 70 international agreements, a number of new agreements are presently in process of elaboration, besides, negotiations of signing of new agreement of friendship and cooperation are under way.
Amendments to the Federal Law of RF on Citizenship were made in June 2014. According to the amendments that come into effect in August 2014, those citizen of Russia that have double citizenship are obliged to inform Federal Migration Services. Information concealment is under administrative and criminal responsibility.
During the last few days at different international venues many high-ranking officials often make statements that living conditions in South Ossetia are steadily deteriorating and human rights being violated everywhere. At the same time western curators of Georgia repeat relentlessly that Georgia is a display stand of successful changes and flagship of high-pitched democracy.
On state border line denotation
Information about escalation of violence in Ukraine is raising a lot of concerns about the fate of this country. The de-facto authorities, whose legitimacy is based on maidan, are fighting against people of south – east regions of Ukraine. National army, consisting of members of radical nationalistic organizations, is shooting down peaceful population regardless their age and gender. Assault detachments of the regime are carrying out large-scale deterrent actions around the country. Only during the massacre, organized by them in Odessa, on 2 May were killed more than 40 people.
