Pertaining to NATO-Georgia Exercise 2016

The Ministry of Foreign Affairs of the Republic of South Ossetia expresses concern about NATO-Georgia Exercise 2016 scheduled for November 10-20. As declared, the main objectives of the exercises are “increasing the intercompatibility of Georgian, Allied and Partner Forces as well as enhancing command and control capabilities”.

- South Ossetia recognized the independence of the Donetsk and Lugansk People’s Republics in June 2014. After Presidential Decrees on recognition of the Republics were signed, the MFA of the RSO received instructions from President Tibilov to establish diplomatic relations with them. What can you say about the positive results of the Ministry’s work in this direction?

October 13, 2016 saw a meeting of the autumn plenary session of the Parliamentary Assembly of the Council of Europe (PACE) where in his speech about human rights execution over Europe Frank-Walter-Steinmeier, the OSCE Chairperson-in-Office and German Foreign Minister, expressed his opinion about South Ossetia and in terms of observing the situation of human rights called the state a “grey zone” and a “black hole”.

Pertaining to the results of the 37th round of the Geneva International Discussions

October 4-5, 2016 saw a regular round of the Geneva International Discussions on Security and Stability in Transcaucasia where official mission from South Ossetia, headed by Murat Dzhioev, the Minister of Foreign Affairs of the Republic of South Ossetia, missions from Abkhazia, Georgia, Russia, the USA as well as representatives of the EU, the UN and the OSCE took part in negotiations.

The 37th round of the Geneva International Discussions on Security and Stability in Transcaucasia is being run in Geneva on October 4-5, 2016. Murat Dzhioev, the Minister of Foreign Affairs of the Republic of South Ossetia, is heading South Ossetia delegation.

Bilateral consultations between members of South Ossetia delegation and representatives of international organizations took place on October 4. Trilateral consultations between delegations of South Ossetia, Russia and Abkhazia will be held during the day.

Murat Dzhioev, the Minister of Foreign Affairs of the Republic of South Ossetia, and Grigory Karasin, the State Secretary and Deputy Minister of Foreign Affairs of the Russian Federation, exchanged on September 29, 2016 ratifications of the Agreement on the frontier between the Republic of South Ossetia and the Russian Federation, signed in Moscow on February 18, 2015.

September 27, 2016 saw a meeting of South Ossetia delegation at the GID, headed by Murat Dzhioev, the Minister of Foreign Affairs and the Plenipotentiary of the President of the Republic of South Ossetia on post-conflict settlement, with Alexey Dvinyanin, Deputy Director of the 4th CIS Department of Russia's Ministry of Foreign Affairs and Marat Kulakhmetov, Counselor of the Minister, who are representatives of the Ministry of Foreign Affairs of the Russian Federation, and members of Russian delegation at the Discussions.

Murat Dzhioev, the Minister of Foreign Affairs of the Republic of South Ossetia, hosted a meeting with Vitaly Ignatiev, the Minister of Foreign Affairs of the Pridnestrovian Moldavian Republic, who arrived to Tskhinval heading a delegation of the Pridnestrovian Moldavian Republic to participate in the festivities dedicated to the 26th Anniversary of the Republic of South Ossetia.

The Treaty on Friendship, Cooperation and Partnership was signed between the Republic of South Ossetia and the Pridnestrovian Moldavian Republic on September 20, 2016 within the framework of the festivities dedicated to the 26th Anniversary of the Republic of South Ossetia.

Domenti Kulumbegov, the Chairman of the Government of the Republic of South Ossetia, and Pavel Prokudin, the Chairman of the Government of the Pridnestrovian Moldavian Republic, signed the Treaty on behalf of the two states.

Pertaining to the elections to the State Duma of the Russian Federation of the 7th convocation

Citizens of the Russian Federation who are permanent or temporary residents of the Republic of South Ossetia took part in the elections to the State Duma of the Russian Federation of the 7th convocation held on September 18.

Election preparations were made by the Embassy of the Russian Federation in the Republic of South Ossetia with active support from the Republic’s authorities.

Statements on Russia-South Ossetia relations made by Vladimir Zhirinovsky at a press-conference organized in the press center of TASS on September 14 were not left without attention in South Ossetia. In particular he declared that “the position of the LDPR is not to help anybody, any republics, anywhere … Let them develop themselves, not by means of Russia, or let them become a part of Russia or let them return to some other region”.

September 13-14 saw the Co-Chairs of the Geneva International Discussions on Security and Stability in Transcaucasia visiting the Republic of South Ossetia.

Issues related to the agenda of the coming 37th round of the GID, scheduled for October 3-4, 2016 were discussed on September 13, 2016 at a meeting with Murat Dzhioev, the Minister of Foreign Affairs and the Plenipotentiary of the President of the Republic of South Ossetia on post-conflict settlement.
