Statement of the Ministry of Foreign Affairs of the Republic of South Ossetia

Concern on human rights protecting system in the Republic of South Ossetia and the Republic of Abkhazia was marked in the quarterly report of the Ministry of Foreign Affairs of Georgia and expressed by Ivica Dacic, the Foreign Minister of Serbia. As it was stated, “fully functioning OSCE mission should be returned to the Republics and access to the territories should be provided for international observers”.

The fact that the Serbian diplomat managed to draw such conclusions from the report prepared under Beruchashvili’s direction isn’t surprising, as arriving at conclusions on human rights and democracy exercising in the Republic of South Ossetia being based on preconceived arguments provided by Georgian politicians is ridiculous. It should be noted that Georgian authorities supported by western colleagues do their best to mislead international community.

Why were these failed politicians that today are taking care of human rights exercising on South Ossetia territory, keeping calm when Georgia was exterminating South Ossetian population and depriving it of the right to life? As for the reality, it is appropriate to call the international community to pay attention to the living standards and human rights in Georgia that have a room for improvement and are much lower than in South Ossetia. Citizens of South Ossetia are secured by the Constitution, the fundamental law that guarantees exercising of human rights and freedoms of those, who live in the Republic.

The Ministry of Foreign Affairs of the Republic of South Ossetia has to remind of the fact that it exactly was the activity of the OSCE workers in Georgia conducted before Georgian aggression in South Ossetia in August, 2008, that undermined the organization’s credibility. OSCE observers being witnesses of preparing the forceful scenario implementation in South Ossetia, evacuated their staff beforehand, didn’t warn the managing board of the mission and left the local population in the lurch.

Though South Ossetia had the right and expected from the acting chairmen of OSCE and other international organizations a condemnation of the fact that by unleashing a massacre and killing the Ossetian, current Georgian government had violated all fundamental OSCE documents, it never came true.

However, South Ossetia Foreign Ministry confirms readiness for constructive direct dialogue with international organizations, OSCE inclusive, and states access to the territory of the Republic is regulated by its domestic legislation.
