On 5 October, a press conference was held at the press centre of the Committee for Information and Press by Acting Minister of Foreign Affairs of the Republic of South Ossetia Akhsar Dzhioev, following his meeting with Minister of Foreign Affairs of the Russian Federation Sergey Lavrov in Moscow.

Speaking to the media, Akhsar Dzhioev stressed that the dialogue with his Russian counterpart is traditional and systematic in nature. The parties discussed a wide range of issues, from the implementation of the Treaty on the Deepening of Allied Interaction to pressing problems of regional security and the situation in the Middle East and Latin America.

The Acting Minister noted that the approaches of Tskhinval and Moscow to the key issues on the global agenda are fully synchronised. Close interaction between the two ministries, together with the work of the diplomatic missions in both capitals, makes it possible to address foreign policy tasks promptly. Particular attention was given to coordinating efforts under the consultation plan, which is updated every two years.

It was also noted that the expansion of international recognition remains among the republic's chief priorities. Despite the difficulties caused by global change, South Ossetia continues its work with countries further afield, with the active assistance of Russian diplomats. As for relations with Syria, Akhsar Dzhioev confirmed Tskhinval's readiness to continue cooperation with Damascus, respecting the choice of the Syrian people and working to preserve the level of bilateral ties already achieved.

The Acting Foreign Minister also noted the prospects for expanding South Ossetia's international contacts, in particular with the Republic of Belarus. Although official recognition of South Ossetia's independence by Minsk is not yet in place, there is considerable potential for cooperation in areas not directly related to politics. Particular attention is being given to developing interaction in sport, culture and interparliamentary ties. In this context, Akhsar Dzhioev recalled that the parliament of South Ossetia has held the status of permanent observer in the Parliamentary Assembly of the Union State of Russia and Belarus since 2008, which creates an additional platform for dialogue and the exchange of experience.

An important topic of discussion was the work on the delimitation and demarcation of the border with the Russian Federation. Akhsar Dzhioev noted that virtually all issues have already been agreed, and that the parties are preparing the final document for signature.

In parallel, at the International Discussions on Security in Transcaucasia, South Ossetia and Russia continue to insist on the international legal formalisation of the republic's southern borders. As Akhsar Dzhioev stressed, it is fundamentally important for Tskhinval to ensure stability on the border with Georgia, so as to build relations with its neighbour on the principles of equality in the future. However, the key condition for progress in this direction remains the provision of security, in particular the signing of a legally binding document on the non-use of force by Tbilisi.

In addition, Akhsar Dzhioev spoke about a new treaty aimed at deepening allied interaction between South Ossetia and Russia. This document opens up new opportunities for the development of integration processes, which have been proceeding intensively since 2015 and cover various spheres of cooperation. Particular attention is given to comprehensive development, including the socio-economic sphere, which is a priority area of work for the new leadership of the Republic of South Ossetia. Raising the standard of living and the well-being of the republic's residents is regarded as a key factor in sustainable development and the strengthening of statehood.

Summing up, the Acting Minister noted that relations between South Ossetia and Russia are developing dynamically and possess considerable potential for further strengthening. The public will be informed of concrete results in the current areas of the republic's Foreign Ministry's work as they are achieved.
