On 21 April 2011 by Decree of the President of the Republic of South Ossetia E.D. Kokoity first deputy Foreign Minister of RSO Pliev Alan Soltanovich and deputy Foreign Minister of RSO Tskhovrebov Kazbulat Inalovich were awarded by diplomatic ranks “Extraordinary and Plenipotentiary Envoy”.

On 25 March Minister of Foreign Affairs of the Republic of South Ossetia Murat Dzhioev received Extraordinary and Plenipotentiary Ambassador of the Bolivarian Republic of Venezuela to the Republic of South Ossetia Ugo Khose Garsija Ernandes based in Moscow.
During the meeting the issues of bilateral cooperation between the Republic of South Ossetia and the Bolivarian Republic of Venezuela were discussed as well as the prospects of further development of relations between the two states.
The recurrent fifteenth round of Geneva talks on security in Transcaucasia was held on 4 March 2011. The delegations from the Republic of South Ossetia, the Republic of Abkhazia, the Russian Federation and Georgia under the auspices of the EU, OSCE and UN participated there.
On 18 of February eventuated a meeting of the Minister of Foreign Affairs of the Republic of South Ossetia M. Dzhioev and the State adviser of RSO President on links with social unions K. Dzugaev with the Director of RF MFA Department on social work with compatriots abroad A. Tchepurin, who came to the Republic of South Ossetia with a working visit.
On February 16, 2011 Plenipotentiary Representative of the President of the Republic of South Ossetia on post-conflict settlement B. E. Chochiev and the Minister of Foreign Affairs of the Republic of South Ossetia M. K. Dzhioev played host for Co-chairmen of Geneva Discussions on security in South Caucasus.
In the course of the meeting were discussed issues related to preparation and conducting of another round of Geneva discussions, appointed at 4 March 2011.
On 18 of January the Minister of Foreign Affairs of the Republic of South Ossetia Murat Djioev received the Extraordinary and Plenipotentiary Ambassador of the Republic of Abkhazia to the Republic of South Ossetia Nodar Pliev.

Tskhinval, January 14, 2011
On 7-8 August in the Republic of South Ossetia were held mournful events dedicated to the second anniversary of armed aggression of Georgia against the Republic of South Ossetia.
On 7 August at 23:35 in Tskhinval an action “Alive Light of Memory” was held and a requiem concert took place in which musicians from South and North Ossetia as well as the Moscow Rakhmaninov symphony orchestra took part. Leadership of the Republic headed by the President Eduard Kokoity attended the action.
