13 years from the date of entry into force of the Treaty between the Republic of South Ossetia and the Russian Federation on friendship, cooperation and mutual assistance of September 17, 2008

On January 20, 2009, in Moscow, the Minister of Foreign Affairs of the Republic of South Ossetia M.K. Dzjioev and the Minister of Foreign Affairs of the Russian Federation S.V. Lavrov exchanged letters of ratification of the Treaty between the Republic of South Ossetia and the Russian Federation on friendship, cooperation and mutual assistance of September 17, 2008.

From that day on, the Treaty entered into force, thus laying the foundation for the start of full-fledged interstate relations between South Ossetia and Russia and the formation of a legal framework for bilateral relations.

The period of time that has passed since then has shown the historical significance of this document, which fully contributes to the strengthening of friendly relations, good neighborliness and mutual assistance between the Republic of South Ossetia and the Russian Federation, and at the same time invariably meets the fundamental national interests of the peoples of both states, serves the cause of peace, security and stability in the region.

On the same day, a Memorandum of Understanding was signed between the Ministry of Foreign Affairs of the Republic of South Ossetia and the Ministry of Foreign Affairs of the Russian Federation on cooperation in international relations.

The Memorandum defines specific forms of bilateral cooperation in the foreign policy sphere, including opportunities for the Republic of South Ossetia to be represented through the Russian Federation in third states and international organizations.

These events have become an important stage in the development of bilateral relations between the states.
