The congratulation, in particular, says:
210 years ago, the heroic people of Venezuela made a historic decision that became a symbol of long-awaited freedom, national unity and justice. The signing of the Declaration of Independence became a solid foundation for the legislative development of Venezuela, which guaranteed the provision of conditions for the progressive and dynamic advancement of the country in all areas of state building.
I am firmly convinced that the unity and cohesion of the people of Venezuela, their adherence to the principles of peace and harmony, the traditions of good-neighborliness and friendship will continue to contribute to the comprehensive development and prosperity of Venezuela, and the allied relations between Tskhinval and Caracas will strengthen and expand in all areas of bilateral cooperation.
